Next day (!) the reply (sorry for publishing your personal letter, Dr. Nicolas, but it is very short and contains only official information):

Dear Victor Porton,
thanks for submitting your paper, unfortunately I don’t find the results are interesting enough to justify publication in PMIHES. I have therefore decided to reject your submission. 
Don’t take it too bad, Publications Math. de l’IHES receive a lot of very very strong submissions in every aspect of mathematics and we publish only 700 pages per year.

In response I wrote back two letters:

The formula $latex \int_a^b f(x)dx – \int_a^b f(x)dx = 0$ being defined and true for EVERY function is not interesting enough?

and

Dear Gerolamo Cardano,

I don’t find your discovery thatevery real number has a root interesting enough to justify publication. After all, it is just a pair of real numbers. How our prestigious journal could publish a boring article about pairs of real numbers?
